If the AJC is correct in reporting salaries of defensive coordinators in the ACC, and NC State's guy makes about $237k, then hiring a coach and RC from there might be doable. (Does a position coach make more money if he also is recruiting coordinator?) But while I don't know Tech's situation other than previous lamentations on this site that the AA has no money, if it should get into a bidding war then NCSU will win, even if it has to raise the DC's salary at the same time. Boss Hog is an NCSU graduate, big in the Wolfpack Club, made his first mega-fortune as the SE's leading pork producer, and a second mega-fortunate developing a gated community, and is waiting to make his third with another such community when the economy stabilizes. It was his private Lear jet that brought in basketball coach candidates when Sidney Lowe was hired. He will either give them the money, or get the money from equally monied pals. And Lowe's hiring, and college "degree", are entirely separate stories.
